Catkin - a flowering spike of trees such as willow and hazel. Catkins are typically downy, pendulous, composed of flowers of a single sex, and wind-pollinated.

Anyone that lives near oak trees will know what I am talking about, those things are nasty. There are 1,000,000s of them and, in my area they are about 3" long and disintegrate if you touch them into a million tiny pieces. They get in everything.

Here is a picture (not mine) of a bunch of it together. But when it falls it is usually just one of those strands.
