Upper radiator support torx bolts?

Does anyone know with the Torx bolts on the upper radiator support are for? They looked like they were not tightened all the way down but if you look below the support they bottom out before they actually tighten.

Not sure why they are there but I read somewhere that they are not supposed to be all the way down.

Sorry I never got updated on the, but they seem to be stops to line up the front facia with the edge of the hood.
