This, I’m in CA as well and had this same issue. What is quoted is what I do and it’s no longer an issue.

I'm in Ohio and I have that issue about every fourth time I fill up (I should keep track of which stations give issues). I usually just jiggle it and after 2 to3 seconds it comes out.

My issue is with the gas over flowing. I have filled up 3 times and all 3 have over flowed out of the tank. The last one I had the nozzle on the slow setting and it still poured out. I'm going to start leaving the motor running and look at the gas gauge to manually stop it...
