Ticking noise when doing a right hand turn

Hey all,
So I think I know the issue... Was wondering if someone could confirm my beliefs.
After installing some stainless works LT headers, I noticed that when I do a right hand turn going above 25mph, that my steering wheel clicks some and it almost seems as if the car is resistant to turn.

Now I know that my headers are damn near touching the steering column's rubber cover. Could it be that when I turn the motor is moving over an inch or two? That would be enough to push the rubber into the steering column and cause the issue I think. It sucks that I cant get someone in my car to watch my engine bay because I need to be turning relatively quick. At a standstill, there's no issues.

Also, is it safe to remove the rubber cover on the steering column? Or whatever the correct term is...
