Starting issues! Electrical mystery.

I have a 1987 Grand Wagoneer with the original AMC 360 engine. I recently inspected the wires and replaced bare wires and bad connections. When I tried starting it, the engine started but while the key was in the run position. So I checked my wiring with the schematic.

The starter system is modified from a module and solenoid to an HEI distributor. This creates a bit of a challenge when using the factory schematic.

I redid some of the splices to make the setup as close as I could to the original setup. This time it turned over in the run position, but would not turn off. So I had to pull the negative cable to shut it off.

I replaced the starter relay and it wouldn’t turn over at all. There is power to all accessories the rest of the electrical appears to be working normal. I returned the relay just to be sure I didn’t buy a dud. I haven’t installed that yet. I am asking because I am wondering if these symptoms mean anything to anyone on here. It doesn’t make sense to me that the second relay would not work at all. It should be regulating the ignition signal to the starter at a minimum. Nothing was happening with this relay. I have traced each wire to the bulkhead in the engine bay and there are no bare wires or ground outs. Ideas?
