Only the base coat is water base, all clearcoats are chemical base and are a chemical dry product not a air dry product. If someone touched the finish before 8 hours of drying time at 70 degrees , you can leave a finger print. If the bumper cover was cured in a properly heated to cure urethane paint booth, than it should be fine to touch when removed from the booth. Let the car sit in the hot sun a view days and have the shop 2000 grit sand paper and polish out the finger print.

Took it back, calmly explained to the guy what the issues were. He said they would take it back and polish it and try to get the color to match. I have a hard time believing they are going to make it 100% right. If it comes out wrong I may just have to find a legitimate paint shop to do it

polishing will clean up the swirls, but wont do anything for the color match issue

It is very difficult to find a body shop that does high quality work. Getting the paint to be close in color, is another struggle on top of that. Those are two reasons I avoid having any body work done unless it is necessary...obviously in your case, it was.
I'm not sure what you have for paint, but some paints are not going to match - plain and simple. For example, I would argue that it is physically IMPOSSIBLE for a human hand to replicate a tricoat paint that is factory sprayed by a machine. Getting the paint to match and blending the panels are two different things. A good shop will blend the paint if it needed. |

just had to get a new bumper for my buick with tricoat paint. Match was spot on, at least as close as you will get for a bumper compared to a metal/aluminum body panel.
Paint adheres to a bumper diff so will look slightly different but a good painter can make it look like factory. No need to blend because again, the bumper and panel are diff material |
