Backfire issue

I have a 2017 2ss Camaro with 15,000 mikes on it, when cruising about 40mph then you punch the gas peddle, the car takes off, when it shifts to the next gear it back fires, if this normal or is it the performance exhaust making the backfire or something else* note Dealer says no Issues*

The LT1 and LT4 will "pop" or "crack" during a WOT gear change as the motor cuts spark to do the 1-2 and 2-3 shifts, then re-enables spark after each shift.

With the Z vert, the kick in the kidneys as the exhaust cracks and roars into the power is exactly why I bought my car.

A BACKFIRE is exhaust that gets out thru the INTAKE...very doubtful you're experiencing this.

When I leave from work, if conditions are right my '19 SS will give an occasional crackle/pop when I lift on during a shift from 2nd to 3rd.

This is completely normal. The super hot, super-velocity gasses that come straight from the cylinders sometimes slow down when traveling through the exhaust system when they run into cooler, lower-velocity, denser gasses that haven't completely exited the pipes yet. The result? Burbles and crackles like a boss.

Of course, this does make your car slightly inefficient on exhaust flow, but it is so minimal that there is literally nothing to worry about. Enjoy!
