You always want to try the least aggressive approach first and then go more aggressive if need be but like the others have said you do not want to wet sand if you can help it

That "eye lash" would drive my OCD to Defcon 5! How on earth does that get corrected without a respray? Damn!

I don't think it can be done without a respray either. Thats why I'm just going to have that shiny eye lash left in there. I definitely don't want to try and have it painted and then it doesn't match the other areas of factory paint etc.

OP, if a pass over it with 3M Perfect It-1 wont take it all out someone skilled can use the trizact system to take care of it. Not super cheap stuff but not as expensive spraying paint.

Leave it alone. If you plan on driving the thing will get scars anyways. All will be fine.

I have been in the collision and restoration business for almost 40 years and this type finish from just about all manufactures pretty common to see. Some just more prevalent than others. In most cases corrections can be done or at least made better. There are many causes from debris in the finish, staining from some sort of source and so on.
