2018 1LT Voice commands - Making Calls

I have my iPhone 5 paired and shows connected. When I press the hands free button on the steering wheel, the voice command icon is displayed on the screen but no voice commands work for cell phone or radio or anything.

I was told the 7" screen does not support hands free calling unless you have data turn on in your phone.

Why would you need data to use blue tooth?

Any answers or suggestions.
