I contacted the dealer where my car was originally sold, I bought it used, and he said it would cost $40 to get a copy. Is that the going rate or are they just trying to make some money off me?

Why would you pay $40 when you can get the facsimile for $8 as LT4 said. They’re probably going to use monroneylabels.com and make $32 off you! There are only a few items the real sticker has that the $8 one doesn’t, such as original dealer it was shipped to, and some Federal disclosures etc. I’ve used the monroneylabels while searching for my 2SS, they have everything you need.

This is another option a lot of people turn too. I actually used them after I bought my 1LE. Yes it's more than $8.00 but if you want one that looks like the original, this is it.

There seems to be a date or model year restriction with it, though: your 2020 example VIN works but my 2018 VIN comes up empty.

Looks like the same URL format that is used on the new and CPO website search, every car that shows up on these search pages should have a sticker. Guess they just hide the cars that get sold but never remove the data

Neither before nor after, this service was discontinued.

If you have your VIN, check the link above for the window sticker, the build sheet is no longer possible to obtain through official channels.
