It may eventually, but not until long after the goals they are setting now. We are nowhere near ready to abandon fossil fuels entirely in the next 10-15 years. The issue is that everyone today wants results right this minute, without considering the problems they may create or encounter.

That and there are a bunch of people who just prefer ICE especially pickup truck owners. I am visiting my Mom up in Connecticut and I was expecting to see a bunch of EVs considering its close proximity to Boston and NY but at least in Eastern Connecticut I haven't really seen one. I asked a bit about it and people say it gets too cold to warrant one. In the Rural areas of CTs there is a lot of 4x4 pickups of all makes and Subarus. I still doubt all new vehicles will be ICE by 2035 however I can see half of new vehicles being new EVs.

Why bring up the duke just to dump on it? Put half of the V8 in the Malibu for less $ than the tiny turbo. Because its' first job is as an economy car (which is being regulated out of existing). A turbo 4 in a Camaro was easy to turn down.
