Very good response COR....I thought there had to be a bit more to this issue of the wheel failure.
If I were a betting man I would say the wheels in question were over heated during powder coating....just my opinion of course. I realize the OP says they were painted,but is there absolutely no doubt they really were? This kind of failure is so very rare especially with this caliber of wheel.
