Im going to go with the idea that they cant park in the lines so they need another vehicle to guide them into a parking spot. Thats the only way I can keep from blowing my top every time it happens.

I've found a good tactic is to park about 2-3 spaces away from people, or just park next to something high-end or something that looks clean and well taken care of.
Alot of people will see you out in the middle of nowhere and that draws in the assholes like a magnet. If you're only a couple spots down they probably won't think much of it and you'll still be safe. Or they end up parking beside you anyway. I didn't say it was foolproof!
