They do that here in Washington too, but without the blinkers on. Just rollin along at a comfy speed for Grandma or something.

And on the single lane town and county roads, where the speed limit is 35 - 45, and fairly high volume traffic, they sometimes go about 10 - 15 below speed limit, when they are not lost, and looking for a road. Just taking it sloooowww and easy, the whole way there. The rest of us just pile up behind them until they finally turn off on some side road somewhere.

Why?

And in NJ it IS illegal to slow-cruise the left lane. Troopers on the Turnpike write that one all the time. NJ 39:4-88 "A vehicle shall normally be driven in the lane nearest the right-hand edge or curb of the roadway when that lane is available for travel, except when overtaking another vehicle or in preparation for... a left turn."
