What most likely happened is they opened up the gate to let civilians pass by so they could hurry up and let the army pass by and turn back around.
I've seen it plenety of times when they have the drug sniffing dogs pass by all the cars and then they open up the gates and let everyone who was sniffed by the dogs pass by.

Does that include those whom the dogs sniffed and to whom the dogs took an irresistibly lustful interest that had to be satisfied immediately lest the dogs go wild and turn on their handlers?
