Sorry to see this happened to you. It really sucks. What city in Kentucky? ... If it were me, I'd find out their names, parents names and address. I would proceed to report them to CPS and every social agency I could think of... I would report them every single week, until they have social workers visiting them and inspecting their residence every day of the week. Those kids need real parents.

If I were you, I'd lawyer up and press charges. If the parents are in jail, go after their current legal guardians. And getting them involved in the courts with both parents in jail might get Child Protective Services involved, which, in the long run, could be better off for them anyway.
