Pretty impossible tire budget, IMHO. $1000 really gets you very little for an 18 2SS. You can do that all day long for some basic B 4 door sedan with 14/15/16" wheels.

I just priced stock sizes on tirerack.
BFG's come in at $960 for 4 tires
Generals at $890
This is without any rebates.

These may not perform like contis or michelins, but I would not consider them unsafe. Frankly, they are far safer in the cold and wet than what comes with the car, IMHO.

Add in tax and mounting/balancing/disposal of the old ones...like I said, $1K is hard to live with.

That said, the General G-Max is a pretty good all-season. The two best, by far, are the Continental ExtremeContact DSW and the Michelin Pilot Sport All Season 4. They will perform considerably better in dry/warm weather and at least somewhat better in winter conditions (which again, never happens in Houston).

If he is in Houston, he'd better off swapping to a better summer tire like what you mentioned or the Firestone Firehawk Indy 500. Summer vs All Season in the rain is generally a summer win if its not a freezing rain.
