I would stay with the stock blower but that’s just my opinion.

If you want to stay CARB legal, I don't think it's worth it, because you'll have to use Magnuson's canned CARB tune, which will likely be underwhelming, at least it was suboptimal for the 2300. So you'll spend a truckload of money for a relatively small gain, plus you can't change anything in the tune even afterwards.
In all honesty, if I lived in CA, I'd spend the money you're about to plop down for the 2650R on tires or track days or some other mods.

Worth noting the LT4 in the Blackwing has a revised lid and intake. It also uses a new ECU (Global B). I'm pretty certain if the same gains could be made on the ZL1/Z06 LT4, we'd all know by now.

Alas, they would need to be non-performance mods—unless I'm mistaken, there isn't much one can do without a tune that actually increases hp or torque. I have the Velossa air snorkel, for example, but it doesn't really make a difference in terms of performance.
Lighter wheels, suspension upgrades such as solid rear cradle bushings, or simple exterior mods such as aero components come to mind. Perhaps a Soler throttle body and/or throttle controller to create the illusion of more power, however, these are all fairly subjective.

I wonder if Blackwing also has wide band O2 sensors like the C8 that can account for the extra air without tuning?
