set the park brake put the car in neutral and try to turn it over by hand

Sounds like either a severely discharged battery (alternator issue, etc.), or a mechanically seized engine. Being that you just had major work done (engine came out, right???), it could be anything.

I’d do what others mentioned, and try to crank it over by hand. If it’s a manual trans, make sure it’s in neutral. If it feels normal and free, then it’s probably an electrical thing. If not, something major failed or came loose inside the engine. With 100 miles since being torn down, that’s a likely scenario.

a multimeter and a load tester will rule out battery real fast. I hope for your sake it is something simple but i'm guessing motor but hard to tell from here.
