What is a carb state?

Currently, 16 other states have either adopted, or are in the process of adopting, California's strict emissions standards. These states include New York, New Jersey, Massachusetts, Maine, Connecticut, Rhode Island, Pennsylvania, Vermont, New Mexico, Oregon, Washington, Maryland, Florida, and several others.
I'm not tracking that Florida is a CARB state. In fact, I'm pretty certain Florida has absolutely no emissions testing whatsoever. If they do, I haven't been subject to it during my time of living out here.

I'd like to gut them and put them back on. Unless they are metallic substrate core, because that is a major pain in the butt. Ceramic core is easy to remove though.

Sorry WhiteKnight- ceramic core has gone the way of the Buffalo. It's all welded in metal that puts up a real fight now.
