There isn't a set date on residuals. Rebates/incentives are at the beginning of the month but lease residuals can and have changed weekly (unless it's a manufacturer incentivized residual).

I don't lease cars and know nothing about it, but do these residual values represent the approximate value of our cars when we resell them down the road? Or does it only apply to lease deals. Can I assume my 2017 Camaro is worth about 45% of what I paid new, in five years? Are these numbers based on the percentage of MSRP?
I'd guess with an average of 5K miles a year I may retain a bit more value?

Residual is estimated by the lease provider. It will be different between different banks and the automaker directly. The residual is what percent of MSRP the car is estimated at the end of the lease. Sometimes the car can be worth more and would make sense to sell or trade before turning in. Most of the time it's below the residual and you just turn it in and not worry about the loss.

I would say most volume cars are going to be worth 50% (45% - 55%) in 3 years as a rule of thumb. Exceptions to every rule of course.
