Several people get it in their heads that they can do better than the ZL1 for less by buying a SS or 1LE and slapping aftermarket parts on to exceed 640hp. You're still missing a LOT of the car by doing this (like the suspension)...so Fraxum is saying that you can't "build a ZL1" with an SS and aftermarket parts for less than the MSRP of a ZL1 from the factory.

Will the 2017 ZL1 come in hyper-blue like this year's SS?

I'm leaning towards a blue or gray 16' 2SS.

Not sure if I need 640 HP (17' ZL1), especially in this current society where video cameras are on every corner and the Police seem stressed out and angry all the time.

Mr. Wyndham and others are 100% correct, a ZL1 equivilent cannot be built with aftermarket or over the counter parts for the original price of a stock ZL1. Mr. Wyndham has owned a ZL1 and I still have mine and a 2015 Corvette. The LT1 in the Vette is plenty fast, just as quick as the ZL1 accept the LT1 gets double the gas milage. Go drive a SS first then decide if you really "need" more power.

Yeah...Too many guys here chase HP numbers like it's the holy grail. It costs a lot of money to bump that number with a relatively small bump in performance.
Go drive one. 455 HP of today is nothing like 455 of yesteryear..

I think you're pretty close. Camaro team has solidified what these models are now, after a generation and a little bit. Everyone interprets differently...and I'd like to offer my perspective, for what it's worth.

1LT - Entry-level Camaro. Choice of V6 or Turbo 4. Very sporty. "basic" interior kit, cloth.
2LT - Same as above. Except "loaded" interior kit, leather.

1SS - High-performance Camaro. V8 engine Competes favorably with vehicles like the M4. "basic" interior kit.
2SS - Same as above, "loaded" interior kit.

ZL1 - This is the best all-around Camaro, that is the ultimate balance of power, acceleration, handling, track capability, and comfort. Delivers performance metrics in the supercar category.

1LE - Essentially the handling equipment from the ZL1, applied to a 1SS model. For SS buyers that frequent the road course.

Z/28 - "Race car" variant of the Camaro. Ridiculous handling, ridiculous grip, "stripped" interior kit. Intended only to excel at the road course. Competes with cars like the Porsche 911 GT3.

COPO - Drag variant of Camaro. limited production, not street-legal. multiple engine options.

I agree with this. There's an attraction for more power...but the SS is already stupid fast....if you think you might not want 640hp...or care to spend the money for it, then you probably shouldn't. Nothing worse than buyers remorse.

Plus, think of all the fun you can have with the money you save!

...but not the 2SS because once again some dumbass executive within GM managed to overthink it and they are shooting themselves in the foot again instead of simply taking the money people are dying to throw at them.
