I know based on my Local station e content, if i mix 5gal e and the balance 93 i am at e30. Unfortunately the past 2 months they have been out of e. Now i have to go 10 miles out of my way to get e :(

Still say the least expensive option on his current mods to hit 700 is a nitrous kit and new plugs. He will be waaaayyyy under budget. Just need a good tuner familiar on tuning nitrous on a supercharged car. Of course the 3 downsides are dealing with bottle pressure in different climates, power not there all the time unless armed, and bottle refills.

Another point to make here is that 650whp is way less complicated and far, far cheaper than 700whp. Somewhere in between there is the sweet spot where it starts requiring a lot more mods.

With his current mods and with a budget of $5K I do not think it is possible. Or he might be pushing his setup too hard. I always thought it better to make good power but still have room left instead of pushing it for every ounce. On top of that, if he does these mods and doesn't meet his goal then he will just be spending more money in the future. I think he should hold off for now, save up a little more money, and then do it and be assured that he will meet his goal. Either that or just be satisfied with whatever he gets with his current setup and his budget.

Exactly. I just see it as he might be pushing too hard to not have an assured path to his goal. It might be better to just do everything or just accept whatever he can get with his budget. I don't think it wise to push for 700 at this time.
