But if I have an Order Number doesn't that mean it is Submitted, Just not picked up by GM factory? So does that Mean they don't have allocations?

It's submitted, but not accepted. 1100 means basically nothing. 2000 is when Chevrolet accepts it and says "We will make that order." A dealer can submit an order whether they have allocations or not, or constraints or not.

Having an order number doesn't mean anything except your dealer has requested Chevrolet builds a vehicle for them.
