Noise coming from right front wheel...

I'm hearing and odd sound from the right front wheel area.
Best way to describe it? Is sounds like you're dragging metal on the ground or static in between two radio stations.
I hit a small fawn deer at the right front two days ago. Basically, I just clipped her ass as she was running across the road. Attached it the only damage. Crack across the splitter.
Within a mile or so I pulled over to check for damage.
There was clear water draining down on the ground from this area.
I was thinking it may be condensation or something because I was driving in the middle of the night and don't take the car out very much.
But, she hasn't been washed since last summer and has never seen the rain. Odd,,
Stored in my garage.
Is there something behind this area that holds clear liquid?
I have the car up on ramps right now. I notice there's a radiator or radiators underneath running level with the ground.
There looks to be no other damage but the crack across the splitter.

The closest thing to that area is one of the small auxiliary radiators. The coolant is red though. Not sure how far forward the windshield washer fluid tank extends from behind the tire but that’s also on the passenger side.

I tasted that stuff that was coming out. Nothing. It looked like cloudy water at the outside temperature. I didn't have the A/C running. The temp was only in the 50's.

I took her out this morning to see If I could diagnose it better.

Applying the brakes
Putting the trans in neutral
Shutting off the engine while coasting.

No difference.

I did get it to go away for about 1 mile after I had stopped, Backed up and applied the brakes while turning around.

I'm going to give here a good wash today. Clean the wheels, calipers and rotors with wheel cleaner.

She is real dusty. I live on a two mile gravel road. I only ride 7mph on it, but, she still kicks up dust. I'm wondering if there are sand dust particles infested somewhere.

For the water issue, the front 1le spoiler holds water, so maybe there was some in there that came out when it cracked?

For the noise, maybe it is a loose fender liner, or something in the wheel well contacting the tire? You said it went a way for a bit after backing up, maybe the tire grabbed it and pushed it away temporarily while going the opposite direction?

Have you actually jacked the car up to check under the bumper?

I was thinking as well that the front spoiler may hold water. But, this car hasn't seen any water since October 2018. Crazy. Where did that water come from. It was pissing out when I stopped like the stream from a Coffee Machine.
No lights on the dash, she's running fine. Coolant temperature is the where it's always been.

Yes, I rode up on my ramps and crawled under. No damage, Not even a smudge underneath

Btw, I live off a gravel road.
It's dusty as F.
I drive no faster than 7mph. Just rolling along until I get out to the main road.
I'll pull over if one of my four other neighbors comes up from behind to let them pass.

The car gets covered with dust, especially after I pull over and someone rides by..

Could this be dust and sand infestation around the caliper & rotor?
