I know some dealers here in AZ have the car set to the "teen" driver settings, by default when you go for a test drive without the salesman.... just a thought

You didn't have the car up to temp yet. It varies redline rpm speeds when it isn't up to temps yet. About halfway to temp if you hard accelerate it will limit rpm's around 5000.

No, that's not supposed to happen. Someone posted the tables...the 5000 limit stops after 5 seconds of running at sub 100º.

I can attest to the RPM shift lights showing up at much lower RPMs when the engine is cold. Like around 3k. Thats after starting and about a minute of idling out of my work parking lot. Then coasting downhill in 2nd gear at about 3k to get some good exhaust noises. The car pops and crackles like an F-Type on decel when cold.

I wonder if it switched to bad fuel map for one reason or another, and not switching back in a hurry. Perhaps an ECU reset might do the trick?

Feel like I need to chime in on this one
I have the exact same experience with my car. 2017 2SS M6. I followed the 1500 mile break in guideline with from the manual.
In first, second, and third gears I've noticed a hesitation or two. One between 5000-5500 and the other around 6000. It's like timing gets pulled for a fraction of a second and then comes back. It does it regardless of drive mode or whether traction or stability control is on or off. Outside temperature is 80 or so, clear and dry. Roads are good. Has done it consistently on premium fuels from many different stations. It isn't the tires breaking loose (in 3rd? Come on) and it isn't bumping the rev limiter (happens twice and tbh this car isn't so fast that I'm gonna confuse 5000 to 5500 with 6500). This isn't my first fast car or even first camaro. But wait, there's more. Yesterday morning I got a CEL. Car start bucking and surging like it's got a big cam with a really bad tune. Happens at all RPMs, constant speeds, acceleration, you name it. Idles well tho. Dropped it off at the dealer to fix. Their first idea is bad camshaft position solenoid. That didn't fix it. Second try is a new ECM. Waiting on that to come in now. Edit: my signature is a few cars out of date. I'll fix it when I'm not on mobile.
