It can probably be tuned to pass emissions test without cats, but the visual inspection will be tough if you don't have any. I scraped out the internals of my green cats after they were destroyed.

This doesn't work anymore, at least in CA. The smog techs now check to see if there is some alteration to the stock tune in order to pass the ready monitors.
