What’s this plug?

I was installing a new set of taillights on my 21 SS. Anyone know what this rubber thing is? There’s tubing behind it Sun roof drain?

Don't know for sure, but sunroof drain seems like a decent guess. Put a garden hose on your roof and see if you get water

According to the various parts fiches online, the sunroof drains run through A pillars up front. However, there is a more general "drain hose" that they reference which may be how any various water can drain away, not just from entering around the sunroof.

All sunroofs have 4 drains. 2 in the front 2 in the rear.

While you have it exposed, I would check for good flow. Any debris is likely to be built up right near the outlet, and you can clean that out pretty easily.

This is very true. I would use a shop vac. It is one of the best ways to clean hvac drains too.

How did reinstalling the rear bumper go?

From what I hear, keeping the bumper aligned during (and after) install is a challenge, particularly where the bumper/fender/tail light meet. Supposedly it's a design flaw, because temperature change is a factor.
