What is missing?

You are not missing anything. That is perfectly normal, and the way it came from the factory. Rumor has it GM designed it to house a cardholder for your "you just got beat by a 4 banger cards" ,for when you run out of them in the center console

Same brackets are used for AWD ATS/CTS in a different configuration. GM parts sharing, nothing to worry about.
