Cold air intake air flow

I seen a video with the cold air inductions air intake with a piece that has bars in it to smooth out air flow but the GM cold air intake does not have it. Does it make a difference?

The GM part does come with a spacer with a "bar" on it to prevent a whistle in the throttle body.

not a spacer, the stock tube has bars in it too smooth airflow for the MAF, the GM CAI seems to not have it and looking for someone to confirm if there's is missing it as well. The Cold air inductions version has it as well, just wondering why the GM version does not
