So they are getting some Garnet Red availability...would be awesome if I could get my ZL1 in that color...if not my fall back is the nightfall grey

Do the constraints mean that you can't order a car with the constraints this week?(It seems obvious with the title but just want to check), or are cars scheduled to be built this week going to run into problems if they have some of the constraints.

Means any order during this cycle with one of the constraints can not go forward. Once an order is placed it rarely is held up because of a constraint.
