Since the bracket is screwed into plastic i went with the original torque spec of 2.5Nm/22lbin. It has a flat plate and multiple screws so spreads load nicely- seems to have been well designed. Not only have motorway speeds not loosened it but a small scrape going up a steep drive didn't cause a problem and prevented any damage to the bumper!
