Because there's a lot of mountains in california and a lot of power lines going from one side of them to the other and electrical companies tend to be too lax in maintaining the vast amounts of land surrounding those cables because they're hard to access.
I am aware of this and California was not one of the states I had in mind when I mentioned it. I also forgot that across the US many apartment complexes like the one I live at do not have charging stations and only parking spaces unless you get a garage like mine where I house my Camaro but its only a standard 3 prong socket. Not sure how much it costs to install them though for each parking space.
