I don't think thats why they don't recline. Pretty sure they don't recline is because Camaro now shares the same seat motor/mechanism as the corvette. Corvette seats have the stop bar to keep it from touching the back panel.

NOT SURE WHY BUT WHEN I DRILLED THEM OUT THERE WAS ANOTHER ONE JUST LIKE THE ONES I DRILLED OUT ABOUT ONE INCH AWAY WHICH SHOULD STOP IT FURTHER BACK. ALL I KNOW FOR SURE IS THAT THE SEAT BACK WILL RECLINE MUCH FURTHER BACK NOW, MORE THAN ENOUGH FOR ME.
