I was thinking even with aftermarket heads (CID, TSP, etc.) you could only get to about 13:1 because even the aftermarket heads didn't have any combustion chambers much smaller than stock. This is of course without having to do bottom end work, but even then I don't think there is many "dome" type piston options and I think you would only get a few cc's with those.
