If a blower can move more air after porting does the volume in increase in cfm or is it fixed at 1.7L? With both pulleys changed does the increased velocity equate to more volume?

My new fact I learned was the boost is actually left over air. So if after porting and no other changes the boost goes down. How did getting better flow with larger intake and headers out to 3" long pipes create my boost of >14.5 psi?

I am but a lifelong student of auto mechanics and still need to learn.
