Depends on what level of driver you are. Running close to something a pro can run, have a lot of seat time, and are very consistent but somehow still using ABS/ESC instead of threshold braking yeah there's likely a measurable impact to lap times. If you're newer and still are learning how to handle the car at its limits then likely not.

It's kinda the same idea as switching tires or wheels to something not OE. Sure the control systems won't be 100% optimized, but it doesn't necessarily make the car undriveable.
