It is clear to me that you are both a bit unfamiliar with CA smog laws.
Mufflers do not matter and are not required. I have passed with 0 mufflers several times, they are not an emissions part and are unrelated to the test being performed. It is not just about the codes, the sniffer has to test clean, evap system must work on certain vehicles, and the vehicle must pass visually as well.
The cold air intakes as well as any aftermarket part that can affect emissions
must have a CARB EO# or they are not legal for use in California and will fail a smog test. You can see the CARB legal stuff further up in the stickied section.
