Some states authorize their MVD/DMV to sell registered owners information. Check with your MVD/DMV office. Insurance companies routinely purchase the information and authorized third party registration and title companies contract with the MVD/DMV to access the database.
You would probably have to pay a fee and fill out a form explaining why you want to find out who owns a car that you do not own. This is to prevent a crime from occurring.
LE cannot legally access and release the registered owner information to you as that is considered computer fraud by accessing the systems database for non LE purposes. Every time a plate is run, it creates a paper trail in the main frame. I know of agencies that risked losing access to the secured database when it was determined an employee accessed and released registered owner information for non LE purposes.
