They are not tuning the tcm for shudder issues. They are tuning the tcm to maximize shift points and shift firmness for the specific modifications they have on their builds. Aftermarket torque converters with higher stalls require tcm tune to function correctly.
No, hp tuners can not eliminate the shudder, tcm tune does not eliminate shudder. Only a fluid flush or torque converter swap will resolve the shudder.
