That said, SC3 needs some heat to stick. If the ground is cool and/or the tires aren't up to temperature, they don't hook up quite as well as PS4S. Once the heat is there, though, SC3 embraces it while it kills PS4S.

Agreed! So you need both...
PS4S is much better in wet, lasts many times longer, much more consistent across temps. SC3 can be really sketchy if they're too cold! I'm saving mine for track.
