The story is deeper than that.

They poorly designed the hvac case so that the mode door could not contain the cfm's at high speed.

This causes a fluttering mode door and the sound that goes with it.

Duh, their solution was to ADD little foam blocks to hold the mode door open so it wouldn't make the flutter sound at high fan speed.

Duh, too many complaints about air on winshield, duh,

TSB to remove added foam blocks, and reprogram bcm to lower fan speed cfm for high.

Duh, it still leaks - sad failed engineering AND follow-up actions.

Door needs more foam weatherstripping. Might be able to get the actuator to pull it tighter.

Worst part: Had this on my new 1984 Camaro Z28, had to get a job in service to get many issues fixed.

And this was one of them. Necessary to remove entire IP to add weatherstripping to door. Worked perfectly. Needed more foam, no more adjustment left.

34 years later! Duh, windshield? Duh, defroster leaks?
