The only aspect of treadwear rating that is "controlled" is to restrict a manufacturer from overstating the value. A tire that rates as a 250 could be labeled as 200 (or even lower), but can not be rated at or above 251.
While it may seem to be reasonable that you could believe ratings within a specific brand to actually be comparable against each other, there is no way to know the -actual- measured rating of the tires without having inside information.
