Stage 1- Flex sensor tune and E85. This mod alone will make pretty much the same power as all of the parts mentioned in the OP on 93.
Stage 2- Headers, RF big gulp, 103 tb, E60
Stage 3- 2650 swap and fuel system(Port Injection or +30 injectors/lpe di pump, low side). Back to full E on 14-15psi.
Stage 4- Heads/Cam
There is no reason in 2020 to open the motor unless you are shooting for 800+ whp. Most of these packages are old methodology from when fuel and PD supercharger options were limited early in the Gen 5 days... a bigger fuel lobe cam was a must to have adequate fuel supply. Also it made more sense to use heads/cam and less boost because of the 1.74 superchargers limited efficiency. With the 2650 you can run more boost on the stock engine because it's much more efficient. So now stock engine LT4's with a 2650 swap are making as much power as H/C stock supercharger cars.
