I expected swift legal response by the county, but they claimed "government immunity" and the slow process began. Ultimately it legally had to go through her insurance, but the county paid the $500 deductible and paid for the rental car, assuring us it wouldn't be a knock against her insurance. She is a youth driver so this was a big concern.

That is messed up. I don't know what goes on in Pennsylvania, but here where I work, we bust our asses to make sure citizens don't suffer from our foolishness. Our refuse trucks have done some heinous damage to vehicles, I'm escorting a lawyer tomorrow morning to take photos of one of our trucks that can-opened a Camry from stem to stern with the cab steps. They'll get made whole...
