The whole point of having the LTZ trim as an option is so that not everyone has to pay for it.
Chevy won't want to lose the bulk sales that the LS or LT provide, so they won't raise the costs too much on the low-end to offset LTZ development, and they're not going to include the LTZ options on the low-end to keep those costs down.
