This is simply not true and it's very easy to prove. Take a bone-stock base Camaro (with the least capable suspension in the line) and get a baseline run on it's OE all-season tires. Then swap to competition-oriented tires (take your pick of any that come in the OE size) and take a new test run. The stopwatch will record a huge improvement in speed. Tires are
easily the single best improvement you can make to any car on the basis of bang for the buck.
