So you can now have headers, intake, etc, and still be good to 10.00 without a roll bar. Their trade off to this rule is that you have to remain on a DOT tire and all the factory safety systems have to be fully functional. 9.99/135 for a cage stays the same.
If you still cant see the difference between the 2013 rules that you posted and the current rules, than I give up. I'm going to have to draw pictures or something
