Well thats the question, why not just leave the air on low all the time. If I want to cruise on the highway at 60mph with my windows slightly down, I can hear it and its super annoying.
I really enjoy cruising on the highway with my windows cracked and fresh air blowing in. I want to be able to do that without the annoying flapping sound. Sure I could just roll up my windows and turn the air on, but thats no fun on a nice sunny day.
