No, there was an article about the L99 and it was talked about that the limiting factor was the AFM system at the time had limits cams as well as rpms.

Here is one reference from one article about the AFM lifters on the L99.

"Unlike a "typical" LS3 cam swap, the VVT camshaft system requires builders to remove the factory Active Fuel Management (AFM) lifters. These lifters just can't handle the lift of an aggressive camshaft, and must be swapped for a set of Comp Cams supplied hydraulic roller units. This means the cylinder heads have to come off"

The AFM system on the L99 used lifters that couldn't handle more aggressive camshafts and also limited rpms further so this limited the horsepower rating and rpm range of the L99 engine compared to the LS3.
